2026년 미얀마 정세 변화와 대한민국의 경제안보 실용외교 전략
2026년 국제질서는 미·중 전략경쟁의 심화와 글로벌 공급망 재편, 경제안보 중심의 국제협력 확대로 빠르게 변화하고 있다.
이러한 환경 속에서 중국·인도·ASEAN과 인도양을 연결하는 지정학적 요충지인 미얀마의 전략적 가치가 새롭게 부각되고 있다.
본 Policy Brief는 2026년 미얀마의 정치·외교 환경 변화를 분석하고,
미얀마의 대외전략을 ‘지정학적 중간국(Geopolitical Middle Ground State)’의 전략적 헤징(Strategic Hedging) 관점에서 조명한다.
특히 미얀마가 특정 강대국에 대한 일방적 의존을 지양하면서 중국, 인도, ASEAN 등과 실용적 균형외교를 추구하고 있다는 점에 주목한다.
경제안보 측면에서 미얀마는 희토류를 비롯한 전략광물과 에너지 자원, 인도양 접근성, 중국·인도·ASEAN을 연결하는 물류망, 5천만 명 이상의 내수시장을 보유한 잠재적 전략 협력국이다.
이에 대한민국은 민주주의와 인권이라는 보편적 가치를 존중하면서도
공급망 안정, 전략광물·에너지, 인프라, 디지털 전환 및 신흥시장 진출 등
국가이익을 함께 고려하는 실용적이고 균형적인 대미얀마 정책을 모색할 필요가 있다.
본 보고서는 이를 위한 3대 정책 아젠다로
① 공급망·전략광물 및 에너지 실질 협력,
② 산업 인프라·디지털 및 인적자원 교류 확대,
③ 정부와 민간을 연결하는 민관합동 씽크탱크 및 정책 실행 플랫폼 구축을 제안한다.
KMAESS는 정책 연구와 현지 네트워크, 기업 지원 역량을 기반으로 정부·국회·산업계·학계를 연결하고,
한·미얀마 경제안보 협력을 실질적인 정책과 사업으로 발전시키는 민관협력 플랫폼의 역할을 지향한다.

Changes in Myanmar’s Situation in 2026 and South Korea’s Pragmatic Diplomacy Strategy for Economic Security
The international order in 2026 is rapidly changing due to the intensification of strategic competition between the U.S. and China, the restructuring of global supply chains, and the expansion of international cooperation centered on economic security.
Amidst this environment, the strategic value of Myanmar—a geopolitical hub connecting China, India, ASEAN, and the Indian Ocean—is being newly highlighted.
This Policy Brief analyzes changes in Myanmar’s political and diplomatic environment in 2026 and examines Myanmar’s foreign strategy from the perspective of strategic hedging as a "Geopolitical Middle Ground State."
In particular, it notes that Myanmar is pursuing pragmatic balanced diplomacy with China, India, and ASEAN while avoiding unilateral dependence on any specific great power. In terms of economic security, Myanmar is a potential strategic partner possessing strategic minerals, including rare earth elements, as well as energy resources; access to the Indian Ocean; a logistics network connecting China, India, and ASEAN; and a domestic market of over 50 million people.
Accordingly, the Republic of Korea needs to seek a practical and balanced policy toward Myanmar that respects universal values such as democracy and human rights while simultaneously considering national interests, including supply chain stability, strategic minerals and energy, infrastructure, digital transformation, and entry into emerging markets.
This report proposes three major policy agendas to achieve this:
① Substantive cooperation in supply chains, strategic minerals, and energy;
② Expansion of exchanges in industrial infrastructure, digital technology, and human resources; and
③ Establishment of a public-private joint think tank and policy implementation platform connecting the government and the private sector.
Based on policy research, local networks, and corporate support capabilities, KMAESS aims to serve as a public-private partnership platform that connects the government, the National Assembly, industry, and academia, and develops Korea-Myanmar economic security cooperation into practical policies and projects.
